Lashunda Scales has represented District 1 on the Jefferson County Commission since 2018, the first woman to hold the seat, and was reelected in 20221. She served three terms on the Birmingham City Council from 2009 to 2018 and has a background in public relations and marketing1. She won the May 19, 2026 Democratic primary with about 60 percent over Birmingham City Councilor Clinton Woods and is unopposed on the November 3, 2026 ballot234.

Record

  • Cast the only vote against Resolution 2021-929 adopting the commission's new district map, approved 4 to 1 on November 4, 20215. In September 2025 a federal district judge ruled that the 2021 plan violated the Fourteenth Amendment's protection against racial gerrymandering6. The county, which contends the districts were not drawn because of race, appealed7, and on October 16, 2025 a divided 11th Circuit panel stayed the injunction, leaving the 2021 map in place while the appeal proceeds8.
