Niagara County Legislator, District 4, and Minority Leader

Jeffrey Elder has represented the 4th District in Niagara Falls since winning the seat in 2021 and has been the Legislature's minority leader since January 202612. A Niagara Falls native, he served 26 years in the U.S. Air Force, including as an Air Force One crew member, then spent a decade in federal roles at the Pentagon, FEMA and the State Department3. He appears on the Democratic and Working Families lines4.

  • Voted no on December 9, 2025 on adoption of the county's 2026 budget (adopted 11 to 3) and co-sponsored a rejected amendment that would have raised the sales tax revenue estimate by about $3.0 million and lowered the property tax levy by the same amount (rejected 3 to 11)9.
