Frank New is the Rockwall County Judge; the county website says he served on the Heath City Council from 2017 through December 31, 2022, and owns a commercial floor-covering business². In a November 2025 open letter announcing his re-election bid, he wrote that the county has returned to conservative budgeting, adopted a strategic plan and strengthened its subdivision regulations³. He is the only candidate on the November 3, 2026 ballot for County Judge¹.
